Mr Whan said the Coalition broke an election promise when it overturned legislation last year that was designed to phase out unleaded fuel and replace it with E10.

Kiama M-P Gareth Ward said the government received legal advice that Labor's ethanol legislation was not viable.

He said the government is committed to boosting ethanol use but drivers have to choose it.

"That is something that individual motorists need to do because governments can't compel people to do things nor should they.

"The case needs to be made for why biofuels is good for our environment, cheaper for motorists and great for regional New South Wales."

Mr Whan said the state government must make legislative changes to continue the promotion of the ethanol industry.

"Firstly, to ensure that when companies say they're giving E10 that they actually put in 10 per cent ethanol.

"And secondly, to reintroduce over a period of time a replacement of most unleaded fuel with E10.

He says the campaign will be used to encourage drivers to use biofuels such as ethanol.
